City Council Meeting: Land Use Alternatives
November 18, 2025 | 7:00PM | In Person
As a part of the General Plan update, the City considered different land use alternatives that will shape Livingston’s future. Alternatives function as points of comparison to see how different land use approaches and growth patterns might impact the future of commercial, housing, employment, transportation, and parks and recreation in the city. For this process, we considered three alternatives. Information on the various alternatives and the Land Use Alternatives Report can be found on the Project Documents page of this website.
On August 5th, 2025, the City Council reviewed the Planning Commission's preferred alternative and discussed further modifications to consider. Based on discussions between Councilmembers, public commenters, and other stakeholders, the City Council directed the General Plan Team prepare an alternative that incorporates water and farmland sustainability and additional modifications recommended by City Planning staff. The updated City Council preferred alternative map was presented back to the Council on Tuesday, November 18th, 2025 and the City Council adopted a preferred alternative map at this meeting.
The final land use alternatives map will become the basis for the City's Land Use map in the General Plan Update. The full meeting agenda is available at www.cityoflivingston.org/meetings.
City Council Meeting: Land Use Alternatives

As a part of the General Plan update, the City considered different land use alternatives that will shape Livingston’s future. Alternatives function as points of comparison to see how different land use approaches and growth patterns might impact the future of commercial, housing, employment, transportation, and parks and recreation in the city. For this process, we considered three alternatives. The first is a “baseline,” or what is currently in place today. The second alternative focuses on infill development within the current city limits. The third alternative focuses on expansion of development within and past the current city limits. Information on the various alternatives and the Land Use Alternatives Report can be found on the Project Documents page of this website.
On May 13th, 2025, the Planning Commission reviewed the projected impacts and implications of each land use alternative and recommended Alternative 3 (Expansion) as its preferred alternative to the City Council, with some modifications that would allow for denser development in the downtown and potentially allow for the City to expand its Sphere of Influence in the future.
On Tuesday, August 5th, 2025, the City Council reviewed the Planning Commission's preferred alternative and discussed further modifications to consider. Councilmembers and public commenters discussed concerns about farmland preservation, future development, groundwater sustainability, and ability to provide utilities and services as the city's population grows. Following this discussion, the Council recommended that the General Plan Team prepare a hybrid alternative that incorporates elements of Alternative 2 (infill focus) and Alternative 3 (expansion focus), with some modifications to consider water and farmland sustainability and additional modifications recommended by City Planning staff. The updated City Council preferred alternative map will be presented back to the Council on Tuesday, October 7th, 2025.
Once adopted, the final land use alternatives map will become the basis for the City's Land Use map in the General Plan Update. The full meeting agenda is available at www.cityoflivingston.org/meetings.

Virtual Workshop #1: Vision and Opportunities for the General Plan
March 10, 2021 | 6:00-7:00PM | Zoom
On March 10th, 2021, 6-7PM, the City held a General Plan Virtual Workshop! This was an opportunity for community members to share their views on Livingston’s major assets, identify current or future land use-related issues and opportunities, and to explore potential community features and quality of life-improvements that will aid in developing a vision for the future of Livingston.
Due to safety concerns related to COVID-19, this community event was held virtually, although there was also the opportunity for a limited number of participants to attend a viewing of the workshop in-person in Council Chambers.
The virtual workshop included a presentation, a series of short poll questions, and small group discussions. At the very end, participants were asked to go to the project website to access a Vision and Opportunities Survey. The last 20 minutes of the Virtual Workshop was dedicated to participants filling out the survey.
The survey will be available on this website until April 15th, 2021. Hard copies of the survey are also available at City Hall.
